520 |a Even with expanding knowledge, the 20th century saw a succession of tragic misjudgements. Partitioned India and Pakistan compounded the penalties by presuming the permanence of the Cold War. The overall explanation is that, while technology galloped, the decision makers trotted only slowly to comprehend its implications. Nuclear weapons were a breakthrough but no one foresaw their paralysis; universalist ideology rose but the proclaimed unity disintegrated; political consciousness spread but spurned suicidal defiance. Professional diplomacy demands shrewder anticipation, but it has succumbed to Information revolution generated populism. However, the by-product of spectacular military success and unforeseen political frustration following U.S. intervention in Iraq catalyzed positive improvement in India-Pakistan relations. India seems uncontaminated by the growing irrationalities of Islamaphobia and anti-Americanism. India’s unique pluralist civilization is well placed to adjust to globalization and modernization. Now India-Pakistan statesmanship should jointly aim to galvanize SAARC. Overcoming residuary hesitations requires confession to opportunity costs traceable to misperceptions and hypnosis from history.
